MINISTRY OF INFRASTRUCTURE DISCUSSES CURRENT REFORMS AND NEW REGULATIONS WITH CONSTRUCTION SECTOR REPRESENTATIVES

“We are partners, and together with you, we shall achieve an improvement of a construction field. The State will support you in this process, including through legislative changes, since the partnership, first and foremost, means responsibility,” - stated Minister of Infrastructure Revaz Sokhadze in the course of a forum, organized by the Infrastructure Construction Companies Association (ICCA).
At the expanded meeting, co-organized by the Government of Georgia (GOG) and the ICCA, discussions were held concerning the legislative changes, introduced in 2026, the new price indexation rule, recommended market prices for construction resources, as well as new approaches to determine the labor and machinery costs. Participants also reviewed the changes so as the construction sector to function more efficiently and transparently.

Revaz Sokhadze thanked the sector representatives for their cooperation and noted the importance of such meetings in terms of sharing challenges, opinions and visions. According to him, the Ministry prioritizes not only refining of the legislative framework, but also effective implementation of the adopted changes.

“When we started working on these changes, it was clear from the very beginning that the construction sector needed systemic recovery. We have already taken important steps in the legislative direction and will proceed with this execution of this process, however, changes do not end with laws alone - approaches and practices shall be changed as well. When the matter concerns the state budget and infrastructure, built with the money of citizens, quality cannot be compromised. The State has the only one requirement: every project shall be executed to the highest standard, ” Revaz Sokhadze declared.

The Minister also made an emphasis on the responsibility of the companies, noting that while the State supports the development of Georgian construction companies as much as possible, companies must realistically assess their capabilities before participating in a bidding. As per Minister, despite stricter quality controls, cases of poor-quality work are still being identified.

“Our objective is not for any company to suffer, however there will be no compromises made when it comes to quality. At the same time, we do support Georgian construction companies and do our best to help them strengthen and develop,” Revaz Sokhadze noted.
In attendance of the meeting were: Head of the Administration of the Government of Georgia – Levan Zhorzholiani, Head of the Government Efficiency Department – Guram Dumbadze, Executive Director of the Municipal Development Fund (MDF) – Giorgi Shonia, and representatives of Levan Samkharauli National Forensics Bureau, Roads Department and the ones from private construction sector.
