Mtskheta Master Plan to be Developed by the Group of Specialists Representing Various Sectors

The Municipal Development Fund of the Ministry of Regional Development and Infrastructure of Georgia awarded contract to the winner company, which was selected as a result of bidding conducted for  Mtskheta master plan development.  

 
The contract was executed with “Akholi” association, multidisciplinary group integrating 8 design companies with  complete staff of sectoral specialists. 
Bidding requirements were elaborated with involvement of Georgian specialists and    UNESCO representatives. 
Standards and tasks established by them, considering scope and complexity of the project, necessitated involvement of specialist of various experience, competence and specifics.     
The Ministry of Regional Development and Infrastructure of Georgia hosted the first working meeting, where the representatives of Association familiarized the  Minister of Regional Development and Infrastructure of Georgia, Authorized Representative of State in Mtskheta-Mtianti and Mayor of Mtskheta Municipality with their own vision of works to be implemented.   
Under the Contract made with the state, “Akholi” is to prepare Mtskheta land use master plan, area development regulation plan, rules for use and development of territories and Mtskheta  urban development cadaster.    The master plan is to provide for arrangement of recreational and tourist zones,   wastewater and drainage systems and update of public transport systems.  
In 1994, historical monuments of Mtskheta were included in UNESCO World Cultural Heritage list, which determined international historical-cultural meaning of the town.   In order to avoid random and chaotic development of the town and preserve its historical-cultural value,  UNESCO is to actively cooperate with the Association and provide recommendations in stages.  
While preparing the master plan, “Akholi” Association is to consider main trend of urban development and maintain balance between cultural heritage preservation and socio-economic development of the town.    
Mtskheta master plan development process is broken down to several stages.  Discussions with various institutions, populations and stakeholders are to be held between the stages.   
Preparation of Mtskheta Spatial- Territorial Development Management Document is to be completed by the end of current year. The state is to balance interests of stakeholders following the package of developed documentation.   
The “Akholi” Association is composed of the following partners: “Georgian Spatial Development Management Institute” Non-commercial Legal Entity, “New City Development” LTD, “Free Architects” LTD,  “Remote Sounding and Geoinformation System Consultancy Center Geographic” LTD, “Engineering Conception”   Non-commercial Legal Entity, “STS” LTD,  “Project Service” LTD, “JTG Studio” LTD.   
Association member organizations have extensive experience of large-scale project implementation,   inter alia including:  Elaboration of  area development regulation plan and rules for use and development of territories for  Gudauri, Ikaltos Khevi, Ushguli Community Villages, spatial-territorial planning for Nirortsminda and Shaori touris-recreational complex, Preparation of documentation for Khertvisi cultural landscape urban development, Development of Mtskheta historical monuments’ management plan, etc.
