Announcement by Municipal Development Fund (MDF)

The Bidding for design and build of Infectious Diseases, AIDS and Clinical Immunology Research Center, has stopped. 

The bidding winner Company had had to take the responsibility to build the infectious Hospital designated for 100 beds at the cost of GEL 26 million. The proposed price was based on calculations of the Company, and not on the basis of the detailed design-cost estimate documentation, as in accordance with the bidding conditions, the Company had had to prepare the design documentation for the hospital on its own and then provide its building. 

The project assignment was of general character and there were provided no details on either technical parameters or features of the Hospital. With consideration of the fact that the Employer was restricted to define  design documentation and technical indicators as well as conduct control over their quality in case the Bidding for design and build had been announced simultaneously,  new management of MDF considered that provision of hospital of desired quality and parameters would be complicated in above referenced case.  

Considering the specifics of the infectious hospital, regulating requirements and difficulty of the project in total, MDF considers expedient the Bidding to be divided and competition to be announced at first for preparation of the design-cost estimate documentation only in order the design complying with modern standards and requirements to be provided.

 Only complete design documentation for the Hospital developed and accepted with participation of local and international experts will enable MDF to announce the Construction Bidding, based on the referenced documentation.
