LEPL Municipal Development Fund (MDF) of the Ministry of Regional Development and Infrastructure (MRDI) in Zugdidi municipality has built 10 apartment buildings with the financial support of the German Bank for Reconstruction and Development (KFW). As a result of the project, 320 IDP families were provided with new homes. The project cost is Gel14, 463, 231.73. Over 200 people were employed in the project.

Today, Mr. Sozar Subar, the Minister of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia, Executive Director of MDF Ilia Darchiashvili,  Governor of Samegrelo-Zemo Svaneti Levan Shonia, KFW project manager Christoph Izenman and the economic attaché of the German Embassy - Katarina Berkorn visited the place in Tsaishi village, where the  IDPs lived in dire conditions before moving to new apartments. Then they meet with the residents of new apartment buildings.

After completion of construction, 8 old objects will be closed in Zugdidi that posed a threat to life and health of over 104 IDP families living there.

The Project goal was to provide proper living conditions for the IDPs, which has been achieved and 320 families received new apartments of international standards. Within the project, five residential building were built for IDPs, including: 40 one-room apartments (32 m2), 120 2-room apartments (44 m2) and in another 5 buildings: 120 three-room apartments (60 m2) and 40 two-room apartments (44 m2). One apartment on the first floor in every building is intended for people with disabilities.

Within the project, development of surrounding territory was performed and engineering communications (water supply, drainage, ventilation, electricity, gas supply) were constructed. Residential area has gardens, and sports courts with artificial covering. Lighting system is installed throughout the area. In addition, every house has an open parking lot, and asphalt concrete cover was laid.

In parallel with house construction, wells have been drilled to provide population with drinking water. As a result, 10 buildings will have uninterrupted water supply and will not depend on the town network. ‘karma’ type heaters have been  installed in every apartment, as well as gas stoves and washing machines. Therefore, residential complex intended for IDPs provides for and meets the requirements of the population so that IDPs can live in proper conditions.

Within the KFW funds, construction of 8 buildings was originally planned. However, as a result of proper planning and reasonable savings, finally the ten 4-story buildings ordered by the MDF have been constructed. Construction work was carried out in compliance with required standards.

Over 200 persons were engaged in construction works, mainly locals, 50 of them – IDPs.

It is worth noting that according to the contract, tender winner LLC DAG, which provides construction services assumed obligation to provide guarantee service for the residential complex within a year after construction is completed.

In 2011-2015, rehabilitation of residential spaces and construction of new houses have been carried out with the assistance of German government, within the project “Emergency rehabilitation of IDPs houses in western Georgia", including: in Tskhaltubo (23 apartments), In Kutaisi (66 apartments), Poti (112 apartments) and Zugdidi (320 apartments), in total 521 apartments. In addition, a component for the support of socio-economic integration of IDPs has been implemented. Project was funded by KFW grant (Euro 10 million) and co-financed by Georgian government.
